Paul Barrows, a former top administrator at UW-Madison, insisted at a disciplinary hearing Monday that he never sexually harassed women.
“No. Never,” he responded to questions about whether he committed any of the acts described by two women who testified earlier in the day that he looked strangely at one and followed her on State Street and asked the other repeatedly for a dinner date.
