Dr. Baugh held several professional positions within the University of Wisconsin System, including Executive Director of the “Five-Year” Program (Madison), Assistant Vice Chancellor of Academic Affairs/Assistant Professor (Oshkosh) and Senior Academic Planner, Academic Affairs (System Administration – 27 Campuses). He also served as the Executive Director for the Wisconsin Council of Criminal Justice (appointed by the Governor) prior to being appointed by Ronald Reagan in 1981 to serve as the Assistant Secretary for the U.S. Department of Housing and Urban Development (HUD).
