“Alcohol does not make somebody perpetrate,” said Sarah Van Orman, executive director of UW-Madison?s University Health Services. “But alcohol does put people in a situation where they?re not able to protect themselves. We do know that perpetrators use alcohol as a tool, and it affects the ability of other people to be good bystanders.”
