The annual operating budget is being pieced together for 2015-16, and it’s a unique project on at least one front. Thanks to landmark autonomy legislation, championed by the Power Five conferences and approved by the NCAA last month, UW is in the process of accommodating cost-of-attendance upgrades for all its student-athletes on scholarship.
