Ralph Armstrong, whose charges for the 1980 rape and murder of a UW-Madison student were dismissed last month, will be heading to New Mexico to face decades-old parole violations.
The Dane County district attorneyâ??s office said Wednesday that it will not appeal the dismissal of the charges against Armstrong in the death of Charise Kamps.
