A shooting incident that prompted a lockdown Wednesday at UW-Madison and the Downtown Madison Area Technical College facility started as a drug deal that turned into a robbery followed by a foot chase that ended after one of the robbers fired a shot at his pursuers, Madison police said Thursday.
