UW Madison implemented the WiscAlerts text messaging system this fall.
The system is suppose to alert students of staff about any potential danger on or near campus.
Wednesday, officials tried it out and found a number of glitches.
Out of more than 13,000 students and staff, 25% did not receive the test message.
