UW-Madison suspends researcher over animal welfare problems

UW-Madison suspended a professor who studies Parkinsonâ??s and other brain diseases from working with animals last year, a rare move prompted by what officials called a “clear pattern” of problems with animal welfare, according to university records released this week. University administrators say researcher Michele Basso has had a bumpy history, citing a lack of respect for veterinarians, incomplete record-keeping and instances where monkeys developed brain injuries. But Basso said she hasnâ??t violated any rules.

In response to a Holocaust denial ad running on the Badger Herald Web site, the UW-Madison campus is hosting two events this week. A panel discussion entitled “Journalism, Ethics and Sensitivity” will be held from 4-6 p.m. Thursday, March 4. In addition, beginning at 12:15 p.m. Wednesday, UW Hillel will hold a Library Mall event designed to remember the Holocaust. Chancellor Biddy Martin, who has a doctorate in German Studies, wrote a guest column in the Herald today on the importance of rejecting the adâ??s message.

A couple notes from Monday eveningâ??s Faculty Senate meeting at Bascom Hall:

** UW-Madison Chancellor Biddy Martin and University Committee chair Bill Tracy both expressed concerns about an “educational attainment initiative” that apparently is in the works by the UW System.

While Martin says she is all for educating and graduating more students at UW-Madison, she stressed that would only be possible if state funding for the university increased.

** Two separate proposals to amend Faculty Policies and Procedures received a “first reading” Monday and there was no pushback to either. It appears likely those amendments will be voted on and passed at the April 12 meeting.

Grad school divided cannot stand

An ad hoc committee of the Faculty Senate released its report Monday in response to proposals from Chancellor Biddy Martin and Provost Paul DeLuca, who intended to substantially restructure the UW-Madison Graduate School. Administrators sought to divide the graduate education and research sections of the Graduate School into more separately defined entities and create a new administrative structure to accommodate them. Martin and DeLuca both said restructuring was needed so UW could remain competitive in securing multi-million dollar federal grants, fix problems in research safety compliance and better administer UW-Madisonâ??s ever-expanding research capabilities.

Campus Connection: UW leaders agree with much of committee’s report

UW-Madison Chancellor Biddy Martin and Provost Paul Deluca put out this statement thanking a pair of ad hoc committees on campus for their work in looking into the proposed restructuring of the $900 million research enterprise on campus.

Itâ??s at least mildly surprising that the UW-Madison administration appears to agree with much of what these reports were saying. The statement put up on the universityâ??s website Tuesday reads, in part: “We are inclined to agree with the major recommendations of the faculty task force. We are eager to hear from the broader campus community and are committed to working with the University Committee and faculty on developing and implementing a plan of action before the conclusion of the academic year.”

UW-Madison Chancellor Biddy Martin responded to members of the Dane County Board who expressed concern about the universityâ??s experiments on monkeys.

In this letter sent Wednesday, Martin admits that the “use of animals in research is a contentious issue and there are clearly sharp differences of opinion about it among people of goodwill.”

But she adds that the “university supports the pursuit of animal research, including non-human primate research, because of its potential to help us understand the building blocks and mechanisms of life, leading to treatments and more fundamental understanding of a wide-range of devastating diseases and conditions.”

Campus Connection: County Board pressing UW for more ‘sifting and winnowing’

If you havenâ??t heard, 20 members of the Dane County Board sent a letter last week to UW-Madison Chancellor Biddy Martin expressing concern about the universityâ??s experiments on monkeys.

So was this note, signed by nearly two-thirds of the Dane County supervisors, a good thing? If enough constituents make noise, is it important that these officials take an active role in putting a little outside pressure on the university?

Or should these Board members, who have no real power when it comes to deciding what research on campus can and canâ??t be done, be focusing their energy elsewhere?

On Campus: International student applications up at UW-Madison

I wrote about the 26 percent bump in international applications for Saturdayâ??s paper. I didnâ??t get her response in time to include it in the article, but Chancellor Biddy Martin e-mailed me some of her thoughts on the increase.

An ad hoc committee examining a proposal by the University of Wisconsin-Madison administration to restructure the universityâ??s highly successful research enterprise released its final report to the Capital Times late Thursday night.

In a nutshell, the Academic Staff Ad Hoc Committee on the Research Enterprise found that while some changes could be made to make things run more smoothly, there is no evidence to support the administrationâ??s contention that an organizational restructuring is the answer.

As the end of the semester approaches, some UW-Madison students took it upon themselves to grade Chancellor Biddy Martin.

Members of the Student Labor Action Coalition gathered on Bascom Hill Monday to give Martin a 4-foot tall, hand-drawn report card on her performance on workersâ?? rights.

Disappointed with her action regarding UW-Madisonâ??s contract with Nike, she didnâ??t fare well in the studentsâ?? assessment.

If the situation isnâ??t remedied, the university could end its apparel contract with Nike — a deal which brings the university nearly $50,000 per year.

Martin said Monday that she hopes to build a coalition of interested schools from the Big Ten Conference and other peer institutions to put pressure on Nike.

College students seldom rally around rising tuition, but the University of Wisconsin at Madison appears to be blunting criticism of its latest increase with a distinctive approach — letting the students help decide what to do with the money.

In May, the universityâ??s regents approved the Madison Initiative for Undergraduates, allowing for gradually increasing surcharges of $1,000 for residents and $3,000 for nonresidents to be fully implemented by the 2012-13 academic year. The funds generated by the surcharge, which will not be paid by students from families making less than $80,000 a year, are designed to bolster need-based aid, hire new faculty, expand course offerings and improve student services.
