Carolyn Martin has been named the next UW-Madison chancellor, pending Board of Regents approval, an informed university source told The Capital Times.

Martin, the provost at Cornell University in Ithaca, N.Y., is expected to be officially approved at the next Board of Regents meeting June 5-6 at UW-Milwaukee. A Board of Regents search committee and UW System President Kevin Reilly decided Tuesday to offer the job to Martin.

Representatives of two UW-Madison campus constituencies raised concerns about the actions of chancellor finalist, University of Minnesota Vice President for Research Timothy Mulcahy.

Mulcahy, a former UW-Madison associate vice chancellor, visited campus last week for an interview with members of a chancellor selection committee, and also discussed his vision for the school with others.

AFT-Wisconsin union president Bryan Kennedy said during luncheon meetings, Mulcahy stated he would work to avoid faculty and academic staff labor organizing at all costs.

As UW-Madisonâ??s academic year comes to a close, its future leadership is the focus of a Chancellor search that has been underway since February. The UW Board of Regents will pick a replacement for UW-Madison Chancellor John Wiley, who is leaving in September, at its meeting early next month in Milwaukee. On consecutive days this week, the final four candidates — out of more than 50 applicants — took part in meet-and-greets at Memorial Union.

All four identified the same top priorities: raising faculty salaries, putting extra effort into fundraising and corporate sponsorship, and maintaining the universityâ??s status as a premier research institution. But they differed in nuance and style. The Daily Page was there to size up each candidateâ??s selling points and setbacks.

There has been a whole lot of debate over Wisconsin’s “brain drain” issue. Is it an issue? Are we really bleeding thousands and thousands of smart, college grads? Are they or aren’t they coming back to Wisconsin after getting a diploma, adding talent and paying taxes? Is the bigger problem simply generating a higher percentage of degree-holding citizens (as our rate is comparatively low in the Midwest). Some signal a “red alert” on the brain drain matter. In the contest to be named the next chancellor at UW-Madison, Rebecca Blank is an outsider in more ways than one.

Of the four finalists to replace John Wiley as leader of Wisconsin’s flagship university, Blank is the only one who has never spent at least a couple years in Madison — although she was a visiting fellow at the UW in the fall of 1985.

Blank is also the only candidate who has significant experience working outside the academic world. Although her most recent job was as dean of the School of Public Policy at the University of Michigan from 1999 to 2007, prior to that she was on the Council of Economic Advisers under former President Clinton from 1997-99. The renowned economist, with expertise in social welfare and poverty, currently is on leave from Michigan as a visiting fellow at the Brookings Institution, a think tank in Washington, D.C.

Rebecca Blank, former dean and current professor of University of Michiganâ??s school of public policy, stressed the importance of fundraising and diversity as the fourth chancellor finalist to visit campus Thursday.

Timothy Mulcahy, current vice president for research at the University of Minnesota and finalist for the UW-Madison chancellor position, said Wednesday his experience at Minnesota can be applied to the UW-Madison campus.

â??Minnesota has done a tremendous job of looking at itself as an institution and embodying a new course for its future. I think that the University of Wisconsin needs to undergo a similar type of inspection,â? Mulcahy said.

Carolyn Martin knows UW-Madison. She was a lecturer at the university in the early 1980s and earned her doctorate from UW-Madison in 1985 in German Literature.

Yet Martin, who has spent more than 20 years at Cornell University, an Ivy League school in Ithaca, N.Y., also brings an outsider’s perspective in her quest to become UW-Madison’s next chancellor.

“It’s always an advantage to know a place and to love a place, and then also to have had experiences elsewhere and to know from first-hand experience how things can be done differently,” said Martin, who has been Cornell’s provost — the university’s chief academic officer and chief operating officer — since 2000. “And that’s the advantage that probably anyone from the outside would bring — that’s just a fresh pair of eyes, a new look at things, a less strong sense for people who have been here longer that things have to be done in the way that they’ve always been done.

“Of course, it often turns out that they’ve been done for a long time because it’s the right way to do them. But a fresh pair of eyes is always good in each situation.

It’s no secret that some on the UW-Madison campus believe the athletic department operates more like an autonomous empire than a subset of the university.

That friction got a public airing May 5 when Walter Dickey, associate dean of the UW Law School and chairman of the Athletic Board, which is charged with oversight of the athletic department, was challenged on the maverick ways of the athletic department while delivering his annual report to the Faculty Senate.

As Barry Orton, a professor of telecommunications and a Faculty Senate member, sees it, “The question is who is in charge? Is it the tail (athletic department) or the dog (university as a whole). When it’s important and it involves money, it’s the tail. And that’s the concern of the faculty — that the dog should be in control of the tail, rather than the other way around.”

Sandefur makes pitch to become next chancellor

The only internal candidate selected as a finalist for University of Wisconsin chancellor said Monday his love for the university and desire to bring about meaningful change make him the best fit for the job.

Gary Sandefur, the current dean of the College of Letters and Sciences, spoke at two forums on campus Monday. Sandefur has served as dean since 2004 and began as a sociology professor at UW since 1984.

Martin graduated from UW-Madison with a doctorate in German studies in 1985. She has since been at Cornell working as a professor in German and Women studies and took on the role as provost in 2000.

U.W. System President Kevin Reilly named Martin a finalist for the position on Wednesday, signifying that she has made one of the last cuts in the chancellor search.

Economist Michael Knetter, Ph.D., who speaks annually at the Northern Trust Economic Trends Breakfast presented by Small Business Times, is among at least four internal candidates who have been nominated to apply to be the next chancellor at the University of Wisconsin in Madison.

Knetter has been the dean of UW School of Business and a professor of finance, investment and banking since July 2002.

Whether to make public the list of applicants for the top job at a university can be a tricky proposition, as the University of Wisconsin at Madison has just been reminded.

The university said last week that 55 people had applied to be the next chancellor of the Madison campus. University officials also released the names of nine candidates who they said had not requested confidentiality. But, unfortunately, one of the now-public candidates had indeed asked that his name be kept private.

The University of Wisconsin-Madison and a private search firm apologized Monday for mistakenly releasing the identity of an applicant for the school’s top job.

UW-Madison said last week that 55 people had applied to succeed John Wiley as chancellor. The university also released the names of nine applicants it said did not request confidentiality.

Among the names made public was Jorge Jose, the vice president for research at the University of Buffalo in New York.
