Lawmakers were surprised when a Democrat proposed removing race as a factor that could qualify students for the program, which offers grants of up to $1,800. After a long debate, the measure received preliminary approval early Wednesday. But according to the Associated Press, the state agency that awards the grants no longer considers race as a criterion. Apparently no member of the Assembly was aware of the agency?s shift.
