Researcher explores new ideas to manage prison population

A young researcher at the University of Wisconsin Law School is launching an ambitious project to find more effective ways of managing criminals who arenâ??t dangerous enough to send to prison. A recent study of Wisconsinâ??s Prison system found that the driving force in Wisconsinâ??s growing prison population is people on probation or parole who violate the terms of their parole or commit new crimes and end up in prison.
