WAUKESHA – In the first televised debate of this year’s gubernatorial contest, Republican U.S. Rep. Mark Green promised Friday to freeze state spending without making painful cuts in services, something Democratic Gov. Jim Doyle said couldn’t be done without destructive effects on schools and local services.
