Quick Question: Should state employees who smoke be charged $50 a month more for their health insurance?

On general principle it?s reasonable to expect people who engage in risky behavior to pay more for their health insurance. On the other hand, that (surcharge) increases the cost of smoking quite a bit. I?m not a smoker and I have a limited amount of sympathy for them, but the amount employees should pay for their health insurance should be subject to negotiation between the state and their union.?
