Panel recommends Minnesota students attending UW-Madison pay out-of-state tuition

A campus advisory committee is recommending the University of Wisconsin-Madison opt out of a longtime reciprocity agreement and charge Minnesota residents out-of-state tuition as part of a broader strategy to create an “ideal incoming freshman class.”
