A small explosion at the Charter Street Heating Plant caused some UW-Madison buildings and parts of UW Hospital to lose air conditioning Wednesday. University officials took the plant off line after a pipe ruptured in a coal-fired boiler at around noon, unleashing a torrent of steam in the building at the corner of Dayton and Charter streets. No one was injured, said John Harrod, director of the universityâ??s physical plant.
