Those walking by the Social Sciences Hall on the University of Wisconsin-Madison campus on a sunny afternoon might have heard it. The music, which appears to come from a tower located right outside the hall, sounds like bells, but it’s easy to assume the music is prerecorded and comes from a loudspeaker. After all, who or what could be making it?
